Chief Fire Prevention Officer

Forrest has been a member of Richmond Fire-Rescue (RFR) for over 26 years, beginning his career with the City of Richmond in 2000. During that time, he has served in a variety of roles, including Firefighter, Fire Prevention Officer, Captain of Fire Investigations and Special Hazards, and now Chief Fire Prevention Officer.

Throughout his career, Forrest has remained committed to advancing fire and life safety within the Richmond community. His approach is grounded in collaboration, education, practical problem-solving, and building strong relationships with residents, businesses, industry partners, and other agencies.

As Chief Fire Prevention Officer, Forrest leads a dedicated team responsible for a broad range of fire prevention activities, including inspections, investigations, enforcement, public safety initiatives, and the development of programs designed to address emerging risks within the community. He places a strong emphasis on supporting and developing his team, sharing experience, encouraging professional growth, and building consistency across Fire Prevention operations.

Education and mentorship have remained important parts of Forrest’s career. He has supported Fire Prevention training for Company Officers, new recruits, Chief Officers, and members of the Fire Prevention team, helping strengthen the connection between prevention, operations, investigations, and community safety.

Forrest has also developed and supported a number of successful fire and life safety programs, including Mobile Outdoor Food Service Units and Food Trucks, Fireworks and Pyrotechnics, Vacant and Abandoned Properties, and Seasonal Agricultural Worker Safety. He has shared these initiatives and lessons learned with colleagues and stakeholders through the Fire Prevention Officers Association of British Columbia (FPOABC), Greater Vancouver Fire Chiefs Association (GVFCA), and other regional and industry workgroups.

Committed to continued professional and personal development, Forrest has completed the Corporate Program Management Group program through Royal Roads University and continues to pursue opportunities that strengthen leadership, collaboration, and service delivery.

Outside of Richmond Fire-Rescue, Forrest values time with family, travel, health and wellness, and maintaining a balanced life beyond the fire service. He enjoys experiencing new places, staying active, and making time for the people and experiences that matter most.
